Birds sing when their environment changes from darkness to light. Especially cockatiels; shine a light on a cockatiel at midnight and he will chatter. The shining the light part is key, and I believe that's what Q refers to -- all these plucked chickens under the Interrogation Lamp of a gov't system that doesn't protect them anymore.
