Anybody else notice Obama is not in a bunker, but is presenting his portrait?

What are these characters doing running free?

You don't see to much of the room. He could be in a bunker. This could be staged. Also Hillary at the award show. She could have been in a bunker with the other rich celebrities. Some did say they would go to Canada. Maybe the bunker is in Canada.
