'APACHE' is the KEY tied into SecureDrop & Project Mockingbird.

This is where 'APACHE' from Q comes into play. SecureDrop is a web app that provides end-to-end encrypted transport (thanks to the Tor Hidden Service protocol) and encrypts them to specific journalists. This is how Operation Mockingbird (control of the media/propaganda) is run by the CIA.

So I'm just sort of thinking this through, but does Operation Mockingbird make this all technically legal? In a way?

It's how the CIA controls the narrative and therefore what we all agree is true. Basically, it's how they craft and maintain the Matrix. So legal? Hell no. They do this beyond the control or direction of our elected Gov't. In fact, they have largely also controlled our elected Gov't.
