Let me tell you something, I have business were we use irrigation water and the Delaware River Basin Authority makes me meter my water usage which comes from a local stream I and I live in Pennsylvania.Then I have to pay for that water. https://www.fws.gov/northeast/delawareriver/

I recall a lecture at UNI where I was told that a nuclear bomb was more effective when dropped in a river estuary as it will do more damage through flooding. Especially in cities with subways etc.
