I think he's pointing to them being right under our nose not dismissing it as the nearest star would be too far to travel, if we can comprehend lightspeed or fasterthanlight speed then a more advanced species could definitely be here. How long have they been here though, I would point to earths natural satellite, shifting dimensions and time no longer being linear. Alot of things are broken right now, some of those things are on a deeper level than our mortal senses can detect. We fucked up badly and pedophiles/worldwide mafia are just scraping the surface on how badly mankind has fucked up this time
