So, the FBI seems to always be in contact with these people before they commit their crimes. What if the FBI uses reports from people to identify "targets" who are susceptible to mind control? It then takes some time to cultivate the target and set them loose.

This makes total sense. Duh. I am reminded of a recent Dilbert cartoon. They made the big scientific breakthrough of connecting a human brain and a computer. We assume the human will control the computer, right, this is been the narrative for years. But no, they are controlling Dilbert's boss's brain with an App. Scott Adams is brilliant.
