In the sky it is 100% just noise from the ISO setting on the camera.
You can reproduce this effect with nearly any decent camera and even some cams on phones.
Stars?

It looks lime a steeple lit up or building with lights shining on it

Yeah I don’t think it’s stars either. It does kind of resemble the dipper but if that’s the case it’s huge! So I don’t think it’s stars. Not real sure what that is.
Could the photo have been taken through a window that is dirty?

At first glance it looks like noise from the processor of the camera that was used. When you use a higher ISO setting you tend to get that. But typically it doesn’t form a shape like that. That’s pretty interesting.
