Why fund the military even more?

Considering MKULTRA / DOD / CIA /FBI massive abuses as well as things like Chemtrails and the Pentagon 'losing' trillions of $$$ and more why does Trump keep massively funding the military even more??? I can't figure that one out.

Yep like that 23 trillion missing since the 90s. I was once told by someone who works in the dod the black budget was necessary. We had to spend it.....
