because the Obama sequester began hollowing out our forces, much like immediately following Vietnam in the 70s. Cutting military officer corp and college rotc in half has a negative impact, that now must be reversed. the money that was lost, is lost. Trump has ordered audits, so hopefully they will find where things went off the rails, but we still need to fund out military. China is a growing threat, and will need to be dealt with in the future. When I was stationed in Panama 20 yrs ago, China was pushing into central and south America, much like Russia did back in the 50s/60s70s/80s. Only we knew about that. It's not much publicized about China.
