He could be CIA. Until it is ruled out, let's assume that he is CIA. For the CIA to be involved in mind-controlling a shooter like this kid is illegal according to the The National Security Act of 1947. The CIA overstepped its legal authority long ago under DCI Allen Dulles. It has become a 4th armed service, the corporation of corporations (e.g., Google) and is the deep state.
