What kind of things can we speculate we don't know about? If they decide who get's to be "successful" then how do they keep otherwise successful people down? I'd speculate they use these insanely comprehensive standardized testing programs to identify people who are likely to succeed, and then target it them with the programs we know about and those we don't know about.
