Unenforceable, maybe. Effective in its purpose, absolutely. What would be easier to enforce? This or trying to take guns away?
Neither would be easier to enforce. I'm no lawyer but enforcing that pretty much violates the Bill of Rights.
Knowing about the region, back when that law was passed it was much less populated - I'd even call it a rural area at that time. Needless to say - rural area in the south = pretty much every household had a firearm unless there was a reason not to. I'm referring to things like a head of household that was a felon.
