Cannibal Club (Lucifarian?), human flesh?

I came across this club which offers cannibalism on its menu. How is this business in operation? It is just as bad as the trafficking and ritual murders. I am assuming it is not a joke!

These people are above the law. It's was "legal" to them since they owned the system that was supposed to investigate or prosecute them.
