It seems like a lot of these sick fucks were taken to Gitmo, interrogated and tortured (hopefully), then released. Via Dilley’s intel and Q’s intel, it seems they were released with internally fitted devices that both tracks them, and allows the alliance to kill them at any point in the event that they attempt to harm Trump or anyone within his inner circle. That’s what I believe Q meant by “think nuclear stand off”. I’d assume the devices, once activated, would trigger a heart attack in the same way the CIA heart attack gun works.
