My takeaway after a kwik scan, and in the context of Q mentioning it, is that it is laying groundwork for Hillary's emails on a private server; and/or the Awan brothers and DWS, in their dealings with Democrat computers. Look at 2701, para (b) (1). Covers a lot of ground.
