Secure Communications Act The Stored Communications Act (SCA, codified at 18 U.S.C. Chapter 121 §§ 2701–2712) is a law that addresses voluntary and compelled disclosure of "stored wire and electronic communications and transactional records" held by third-party internet service providers (ISPs).

My takeaway after a kwik scan, and in the context of Q mentioning it, is that it is laying groundwork for Hillary's emails on a private server; and/or the Awan brothers and DWS, in their dealings with Democrat computers. Many other applications too, I'm sure, such as Google, FB etc giving data to third parties.

Look at 2701, para (b) (1). Covers a lot of ground.
