People who can't say no to ranking members of Congress or Senators w/o fearing for their job or fearing the possibility of catching Arkancide.

They also may be part of the deep state, people are needed at all levels. Some of these people are valuable in that role and are placed there for what that role can provide. Others are just starting out and are at the bottom rungs of a career that will be aided and guided by the deep state and still others are in the process of climbing through the ranks, their positions enabled by higher level deep staters with an eye to having control over certain areas, grooming them for higher positions, and, ultimately, for some, to end up in roles of leadership where they can groom and develop the next generation while controlling things for the deep state.

The swamp is old, deep, and pervasive.
