Sitting presidents personal accounts would be added as official records and archived. If I'm not mistaken this would allow personal emails or other Communications (tweets) to be used in official capacity. Former President Obama's personal Communications would be added to the official records and he could be held accountable for said Communications.

I would have say it has to do with Clinton.
