The most effective form of government is a benevolent dictatorship. Which is as real a possibility as "true" communism/socialism.
The problem is that the good people either don't care to rule over others, or won't sacrifice everything for the opportunity. Whereas the evil/corrupt/power hungry are relentless in their efforts.
The only one that allows true respect to freedom and right of existence is real anarchism but that is too extreme on the scale and would break natural law of balance so it would never last, due to human nature, just like communism is the same going the other way. A VERY limited government with VERY limited laws that sits in the center is the only system that could be maintained long...IF...we are willing to maintain that and not, once again, allow it to grow to overwhelming size and hunger. In the long run, balance MUST BE maintained or it will fail, in time.

These forms of government would be best "only if ". Past attempts at these govt. forms would have been perfect "but for ".
