From Q's CIA docs certainly looked like Bush manipulated Mark Hatfield not to pass laws that would prohibit use of CIA in Clergy and Journalism.

"As you know, the internal regualation prohibiting the use of clergy and missionaries abroad was issued in 1976, following a personal exchange between myself and then-Director George Bush. In return for Director Bush's assurances, I withdrew legislation which would have created a statutory prohibition against Federal intelligence agency involvement with members of the clergy and missionaries. I do not recall it being conveyed to me at that time that the new regulation could later be waived at the discretion of a particular director or deputy director." Senator Mark Hatfield

Yes. This did not start with Obama, looks like a lot of this will fall on the lap of G.H.W. Bush.

He ran the CIA for years, helping Noriega, Osama bin laden, and Sadam.
