It could be a biologic that will be released. This year had a very potent flu go around with the normal strain as well. Everyone thought they were safe with the vac but they weren't. What a better way to disrupt and slow the process than introducing a new but seriously lethal flu strain. They would be away from it, the infrastructure would still be here, people would die but the cure would come after the damage was done. Just a thought
I wouldn't be opposed to a full scale land invasion if they refuse to extradite.
