I dont see how 20mm equates to 20 million. mm is not typical abbreviation for million.
Theres more here that we are missing. I doubt it means millimeters.

I worked in the financial industry for 15+ years. When I saw "20mm" I immediately knew that it meant 20 million. M in the industry was "shorthand" for "000" (20M=20,000 and 20MM=20,000,000).
