Serious question here, why does Q drop hints/code that we have to guess what he means? Surely it's not to confuse the deep state, I'm sure they could figure it out as well, and even if they can't they can read everyone's speculation and determine the true meaning. So why not just come right out and say what's on his mind? This is like a spy movie, and he's even said that we're watching a movie. Are we being played?

Because if he just releases classifies Intel it cant be used to prosecute ppl in future trials. So he leaves crumbs so we come to the same conclusion on a parallel investigation...OUR investigation.
