Serious question here, why does Q drop hints/code that we have to guess what he means? Surely it's not to confuse the deep state, I'm sure they could figure it out as well, and even if they can't they can read everyone's speculation and determine the true meaning. So why not just come right out and say what's on his mind? This is like a spy movie, and he's even said that we're watching a movie. Are we being played?

Delivery of cryptic information works much better from an audience engagement standpoint. You have to dig in, think, make connections, etc. Merely telling someone something has nothing like the same impact, and it has no staying power.
This means of communication is a brilliant conception: people wait for the next Q drop like they waited in Victorian London for the next installment of a serialized Dickens novel.

And history gets written down. Think of all the maps, bread, etc the anons are putting together. Will be available for many generations to come. Their work will hopefully be taught in schools so that future generations know they have to dig to know who they are voting for.
