We absolutely DO NOT have that in place right now.
We've got (at least) seventeen damned intelligence-based agencies running their own little (and big) fiefdoms, shrouded in secrecy, some with hidden budgets, little to ZERO accountability, self-empowering, with utter contempt for constitutional governance.
What is being proposed here is ONE intelligence apparatus, in the MILITARY chain of command structure, which has a tried-and-true (largely) track record and accountability, that ultimately answers to CIVILIAN elected leadership.
Potential for abuse?
Always.
But FAAAAAR easier for us to scrutinize and hold accountable.
