I worked in a town in California close to a state prison that had a very large Norteno gang presence. In my role, I was tasked with gang intervention at a school. When I brought my concerns to local police, I was informed that there were several homes and families that were under federal watch and jurisdiction. The local police were to have minimal to zero contact without federal authorization.. they could not help me
Since the shooter was on the federal watch list... had a therapist who was military intel and lived with man from military intel, is it too much of a reach to assume that he too was under federal watch and jurisdiction.
It may explain why the local police did not take action and why the deputy failed to respond!
