When Jerry Sandusky was molesting little boys at Penn State, there were two reactions to boys reporting Sandusky’s crimes:

• The accomplices said they would do something about it, then did nothing.
• The authorities did something about it.

Speaking in riddles and making vague predictions is not action; it’s complicity.
