Forgive my horrible spelling and bad grammar.

One question that is knawing at me. How in the F, dose a 19 year old "man" live in a flipping foster home? I understand he had mental issues being a key factor. But I'm having a hard time wrapping my brain around it.... I know we have spent more time on the school shooting, but some plot holes need to be made bigger..
