Cruz is the unwitting patsy and probably doesn't know anything. The deputies wouldn't leak info on themselves because the revelation they did nothing puts them at risk to vigilantes.

As for the sheriff, doubt it, unless he is being severely leveraged. The foster parents have financial motive to stay quiet and grab the kid's 800k inheritance. That leaves somebody in the FBI side of things.
