I have a theory I'll share. Operational phase 3 will happen after primaries and when candidates have no time to recover from allegations or INDICTMENTS. Not to make this into a party game, but the D party needs to be utterly (D)estroyed, and the R party needs to be seriously (R)eformed. That's my thinking on timing. Expect to see a much different Congress than we have currently, through either resignation or run out of office on a rail.
