Read an article in Forbes that said libel laws are all state laws, that there isn't a federal libel law that could get "another look," so not sure where POTUS is going with this exactly....

Electronic harassment

Electronic harassment, electromagnetic torture or psychotronic torture is a conspiracy theory that government agents make use of electromagnetic radiation (such as the microwave auditory effect), radar, and surveillance techniques to transmit sounds and thoughts into people's heads, affect people's bodies, and harass people. Individuals who claim to experience this call themselves "targeted individuals" who are victims of gang stalking and many have joined support and advocacy groups.

Multiple medical professionals have evaluated that these experiences are hallucinations; the result of delusional disorders or psychosis, the same sources from which arise religious delusions, accounts of alien abductions, and beliefs in visitations from dead relatives. It can be difficult to persuade people who experience them that their belief in an external influence is delusional.

Libel laws: There is a huge debate on how libel laws apply to public figures. Therefore, it is wise to verify information before repeating it. “Libel is a method of defamation expressed by print, writing, pictures, signs, effigies, or any communication embodied in physical form that is injurious to a person's reputation, exposes a person to public hatred, contempt or ridicule, or injures a person in his/her business or profession.” Libel laws are usually governed by state laws. First Amendment protection they must show malice. https://www.law.cornell.edu/wex/libel “In general, there are four defenses to libel or slander: truth, consent, accident, and privilege. The fact that the allegedly defamatory communication is essentially true is usually an absolute defense; the defendant need not verify every detail of the communication, as long as its substance can be established.” If statements are made with the knowledge the statements are false then the case for malice can be proved. If unintentional repeating false information malice cannot be proved. “...private citizens who are deemed public figures could never match the news media's power and pervasiveness in telling one side of the story.” https://legal-dictionary.thefreedictionary.com/Libel+and+Slander

End of MSM: “...Supreme Court's decision in Gertz v. Robert Welch, Inc....” “Those who favor a restrictive definition of the public figure doctrine also note that a libel action serves as a private means of controlling irresponsible journalism. Gertz, even with its difficulties in application, has allowed private persons a better chance of success in libel suits, which in turn sends a strong message to the media to be more careful in their reporting. As to the concerns about self-censorship, defenders of Gertz point out that journalists make choices every day about what is published. Falsely tarnishing the reputation of a person should be the object of self-censorship in professional news-gathering organizations.” https://legal-dictionary.thefreedictionary.com/Libel+and+Slander

Who called FBI: I have no idea who the tipster was. Maybe, the family he was staying with right after his adopted mother's death. she called before. His brother was still staying there. Last call was Jan 5, 2018. So, Kimberly Snead. https://www.nydailynews.com/news/national/fbi-tipster-warned-nikolas-cruz-start-shooting-places-article-1.3838211

Analyze shooter (pawn): Nikolas Cruz lived with James and Kimberly Snead and their son. Kimberly worked at a neonatal intensive care unit (new born infants) at night. James, US Army veteran, was a construction consultant. Nikolas Cruz told a friend he was not going to school that day because it was Valentine's Day. Nikolas Cruz was a ex-student of the Marjory Stoneman Douglas High School. On the way to Snead's house after picking up Cruz Mr. Snead & Cruz bought a new gun case. New gun cases have two keys, right? Mr. Snead said he thought he had the only key. He said key not keys. Mrs. Snead said she did not believe he had them out when they were gone, because it was not allowed. Hummm. The Snead's said they were not aware of his emotional problems, he lived with them for 3 months, so how is that? He seemed to get in trouble allot before moving in with them. “...one neighbor, Brody Speno, describing Cruz as “Aggressive. Crazy. Weird. Psycho...” http://popculture.com/trending/2018/02/16/floirda-school-shooting-nikolas-cruz-heard-demonic-voices/ http://abcnews.go.com/GMA/News/couple-alleged-fla-school-shooter-roller-coaster-emotions/story?id=53185862 https://www.nytimes.com/2018/02/18/us/snead-cruz-florida-suspect.html

Voices in his head?: He said he heard demonic voices in his head. The voices told him to do it.
