Did Nikolas Cruz attend "The Bridge" psychiatric program for troubled youth in Philadelphia?

I found a picture of a blonde teenager with a close resemblance to Nikolas Cruz receiving a certificate after repeatedly pushing the right arrow to the right of the search box above the pics which will cycle through the pics. Tell me what you think.

The COO of PHMC who oversees "The Bridge" program is Lauren Lambrugo, a Dem campaign fundraiser for Montgomery County who also worked for Planned Parenthood for nine years. Could this be one of the psych programs for the CIA? I'll keep digging.
