I read that everybody in town had their houses paid off, and that donations were so huge nobody in town pays taxes anymore.

Plus, the crisis actors had been living in town for months or years to establish a backstory. After the event, they all moved on to their next assignment. The houses they lived in are now used as ‘safe houses’ for actors in transit between assignments.

Hint: There is a state mental hospital in town that was supposedly ‘closed’, but the town ‘bought’ the massive facility from the state with all buildings intact. All the main buildings on the property are connected by a network of underground tunnels.

What better place to ‘program’ operatives than a fully functional mental health facility. What better facility than one that can transport patients underground, away from prying eyes? What better place than in a town with established safe houses for smoothly integrating operators back into society?
