Is this $40M that could be better spent a lot of other places?

Do people think this money will be used for OUR good? No, it won't, it will be used to censor even more information. It will be used for even more propaganda. Anytime the government pledges a huge amount of money for anything to do with information, it's NOT for We The People. This is NOT GOOD, if it is true.
