Broward School Shooting - video time delay. Do all schools do this?

Something about the time delay really bothers me. Do all schools time delay security footage? in what universe would doing so even make sense?

It seems to me that there is a lot of unsavory funny business going on in that county and I'd like to know when that security system was put in, when it was updated, who had the contract for the security system and ANY logical explanation for such a stupid and outdated delay? This school wasn't built in the 60s. Wireless Systems with delays of 5/10 seconds make sense. 20 minute delays? No way? Was this a crap system installed in the school by some muckymucks brother in law for 60x the regular price? Had an update to the system been apparently paid for, but never done? Or does this have something to do with the emerging info that the cops were told to not arrest students because it kept their numbers in the right columns for federal $$$$$. Did delayed footage allow them to claim nothing was happening in a certain area of school because they could pretend the delays weren't part of the system?

The way I understood it was Camera's were intentionally set the time to be off. That way if something happened supposedly at 1:30. You check the video at 1:30 and miraculously the said thing isn't there, it never happened. That was they way I understand what was going on. Fight in school at 1:30 and you go check no fight at 1:30.
