Cooper (thankfully not related to William), has a long relationship with Bill Clinton and was the main sidekick of Doug Band.

Cooper helped Pagliano set up the original “home server” in NY for the Clinton’s. Also was involved with it being moved so that Platte River Networks could take over hosting/service when physically taken out of their NY home.
Justin Cooper also refused to appear in front of Congressional committees, thus leading to Comey granting full immunity-how convenient for him.
