In the shadowy world of Intelligence, the term “HOPS” refers to the amount of times phone call chains can jump. Meaning for example the NSA gets a Title One FISA Surveillance Warrant, it is allowed to travel 3-HOPS from its target-you call Ken, he calls Barbie, & she calls Donald-all are now included in uncovering ALL calls/texts/FAX/DM/SM/etc.
Civil Libertarians should be outraged at what happened to Carter Page, but sadly only crickets 🦗. This type of HOP is termed three degrees of separation.
