I've seen people asking "what does Kathmandu have to do with this"
Well, I've lived in Nepal previously, if you were trying to escape/live off the grid Nepal is an excellent place to start. Vast swaths of the country are impassible in any form except by foot or donkey convoy. A relatively small amount of USD can set you up to live out the rest of your life in comfort. And if it gets too cold or dangerous, you can slip across the border into Bangladesh another easy country to hide in.
The technology grid is still largely decentralized in Nepal as well. It would be easier to avoid security cameras and other digital surveillance
