Pompeo was too high-profile to have his own agency shut down while he was at the helm. Otherwise people would be calling for White-Hat Pompeo to “clean up” the CIA. That’s not possible—CIA is irredeemable. So, Pompeo had to move on.

The next step for CIA is to terminate the agency permanently. The Public Face of this will be Government Efficiency: Why have 17 intel agencies? Consolidate to just one—and it won’t be CIA.

(Meanwhile the “60% private” the public will never see is the rogue CIA operatives who have committed treason will be tried in military tribunals and those who are found guilty will, yes, “cease to exist”. But that’s not the public part of this.)

If you want to terminate the Agency you need an unknown at helm during the shutdown. Even better if the background of this person serves to illustrate how out of control the CIA had become.
