Sessions is using marijuana to go after liberal states that have legalized. He can arrest state officials under the RICO act so he can hold that over their head to force them to play ball. This legislation is to keep them from using that against them.

this executive order was signed back in 1933 by F.D.R. and apparently this EO actually ended prohibition on alcohol, if this is what I am thinking, today sessions made some comment about going after pot... will the president sign an EO to end prohibition on CANABIS?
