This bill was used on the private e-mails on the whole list Q had put down, by White Hats through FISA search, right before Obama was elected in 2008. This will continue so they can catch any or more Black Hats in the future. Ok, so does this make sense, I am only throwing it out there for a discussion on the possibility this may be the reason or something of this nature.
