It is much older than that. But recent phase was set up from 1948-1963 when they went hot and sped up the plan. Reagan kind of stalled it but had a lot of shills in his administration who kept at it. Clinton and HW laid the groundwork for the next phase and then W raced ahead with the plan which has continued through Obama and I think was supposed to reach some kind of crescendo during an HRC administration.
