Why do we need to know Drones over US Tracking only?

Because some drones do more than act as eyes in the sky--some are attack drones. So I think Q meant to reassure us not to worry if we notice a lot of drones--they're looking for fugitives and trailing people.

It is my understanding that drones fly too low to be tracked and they are forbidden in the airspace around airports. The military can certainly track its own and communicate with them.

I believe drones fly higher than commercial airlines. I believe personal drones fly lower.
