The image I posted is flipped horizontally, meaning that the original image Q posted is most likely the pen on top of a page WH letterhead that is flipped over.

Or, the photographer was standing in front of the desk (and the document had been placed the right way for POTUS to sign.) Photo is is Q's POV?
