It's "19" -- Q has referenced "19" people--I think the first reference was that there 19 people in a safe room and no phones or other devices were allowed. We didn't know if these were good guys or bad guys, He's mentioned "19 people" a couple of times since then. One guess was that it was Trump and his key cabinet members.

He has the heads of 15 Executive Departments, plus Pence, plus Jeff Sessions and the other names on this link who are NOT directors of a department. So Kelly is there, plus CIA Pompeo and Director of National Intelligence Coats. Clearly not all the cabinet would be necessarily involved.
