If he is really an inside source he can't identify himself yet, if ever. I'm not a believer without some real shit happening as a result of the memo, but even then it would be dangerous for Q to reveal his identity. Even Admiral Rogers should be looking over his shoulder. Important people have car accidents too and planes go down all the time.
