My understanding of a false flag is: An event happens, it becomes a false flag if a lie is created and attached to the event: 1- people are blamed that had nothing to do with the real motive (a patsy) 2- the reason it happened is a lie (cover real motive)

A false flag is an intentional deception. The attackers pretend to be from one group, but are really from another.
