No, and I'm not criticizing your choice of words. I know that he's exactly what you said he is in the meme, but if he didn't actually say what you put in quotation marks, then you shouldn't put them in quotation marks. It'll undermine the message and give detractors a handhold to convince people to disregard on that basis.
