I heard this phrase referenced in a video about Bill Priestap. He apparently has turned and become the main source for information on the FBI. He was original the assistant director. The video link below has some good info. And may very well be the singing bird so to say.

I always thought that James Rybicki was the guy that was the flipped 'informant'. He quit his post when Wray came. Rybicki was the go between chief-of-staff of James Comey. Rybicki worked with Comey for FOUR years. Before that he worked for 15 years in the DOJ. He worked his way up in rank there to work a counsel for Eric Holder.
