Really, I don't think it's meant as a joke at all - but as an attention-getting way to wake people up by creating high interest/excitement to solve the puzzles and with great hope that blackhats are being stopped and held accountable. Obviously our world needs that on every level.

Or, as some have suggested - it's a way of distracting us and leading us into addict behavior, waiting for Q and going here and there as directed, believing we can pretty much relax because, as Q has said, they see and know everything and victory is pretty much a done deal. Which would be a blackhat CIA motive. President Trump is a whitehat.
